從哪裡來How it began

這不是一段短暫的過客史,而是三十年來的社會支柱。Not a brief chapter of passers-by, but three decades as a pillar of society.

1989 年,為了因應經濟起飛帶來的勞動力短缺,台灣正式向藍領外籍勞工開啟大門。當初被設想為「暫時性」的客工制度,三十多年後,早已成為台灣社會深層而永久的一部分。In 1989, facing labour shortages from its economic boom, Taiwan formally opened its doors to blue-collar foreign workers. What was designed as a "temporary" guest-worker system has, three decades on, become a deep and permanent part of Taiwanese society.

從國道工程到今日的高科技廠房,從工廠產線到照顧失能長輩的家庭客廳——他們的勞動,早已編織進台灣人日常生活的每一個角落。然而,貢獻愈深,制度性的困境卻始終存在。From national highways to today's high-tech factories, from production lines to the living rooms where they care for frail elders — their labour is woven into every corner of daily life. Yet the deeper the contribution, the more persistent the structural barriers.

台灣開放引進藍領外籍勞工,以補足重大公共工程與製造業的人力缺口。Taiwan begins importing blue-collar foreign labour to fill gaps in major public works and manufacturing.
1999
「家事服務業」被正式排除於《勞動基準法》之外——家庭看護工與幫傭至今仍不受工時與例假的法定保障。Domestic service is excluded from the Labor Standards Act — home caregivers still lack legal protection on hours and rest days.
2022
《勞工職業災害保險及保護法》上路,家事與產業移工均納入強制職災保險,是遲來的一步。The Occupational Accident Insurance Act finally brings both domestic and industrial migrants under mandatory coverage — a long-overdue step.
2025–26
每兩年一度的移工大遊行,訴求從「自由轉換雇主」延伸到「廢除藍領移工 12–14 年的工作年限」。The biennial migrant march expands its demands from "freedom to change employers" to "abolishing the 12–14 year work-tenure cap."

印尼、越南、菲律賓、泰國——四國移工各自承擔著台灣不同的支柱,也各自帶來一整個世界的節慶、信仰、藝術與味道。以下的產業分布來自勞動部的實際統計;文化的部分,是理解他們最溫柔的入口。Indonesia, Vietnam, the Philippines, Thailand — each carries a different pillar of Taiwan, and each brings a whole world of festivals, faith, art and flavour. The labour figures come from Ministry of Labor statistics; the culture is the gentlest way in.

印尼籍移工是台灣無數家庭「隱形的家人」,扛起了大部分的家庭看護與居家照顧。他們照料著我們的長輩,自己卻因家事服務被排除於勞基法之外,成為工時最長、最容易陷入孤立的一群。Indonesian workers are the "invisible family" in countless Taiwanese homes, shouldering most of the country's home caregiving. They tend to our elders while, as domestic workers excluded from the Labor Standards Act, enduring the longest hours and deepest isolation.

越南籍移工是傳統製造業與漁業的絕對主力,也是在台最大的跨國婚姻族群——許多台灣家庭的第二代,身上流著越南的血。然而,越南移工來台前往往背負最高額的仲介費債務,這份沉重的財務壓力,讓他們在面對惡劣環境時更難以脫身。Vietnamese workers are the mainstay of manufacturing and fishing, and form Taiwan's largest group of cross-border spouses — the blood of a whole second generation. Yet they often arrive carrying the heaviest broker-fee debt, a weight that makes it hardest to walk away from bad conditions.

越南的文化底蘊,交織著儒家的孝道、佛教的慈悲,與一段法國殖民留下的藝術印記——連他們的咖啡與麵包,都帶著這種混血的優雅。Vietnamese culture braids Confucian filial piety, Buddhist compassion, and the imprint of French colonial history — an elegance that lingers even in their coffee and bread.

從國道到高科技廠房的興建From highways to high-tech plants

從 1990 年代的國道建設,到今日高科技廠房的興建,泰國移工始終是台灣營造與重工業的主力部隊。他們承擔著最粗重、最危險的工作,常常在語言隔閡中,難以及時取得工安資訊與醫療協助。From the highways of the 1990s to today's high-tech plants, Thai workers have long been the mainstay of construction and heavy industry — taking on the heaviest, most dangerous work, often cut off by language from safety information and medical help.

泰國是東南亞唯一未曾被殖民的國家,上座部佛教深深形塑了他們平和、尊重、從容的生活哲學——那份「Mai Pen Rai(沒關係)」的豁達,是一種面對困境的溫柔力量。Thailand is the only never-colonised nation in Southeast Asia, and Theravada Buddhism shapes a calm, respectful way of life — the easygoing spirit of "Mai Pen Rai" (never mind) is a gentle strength in the face of hardship.

結構困境The structures they navigate

問題不在他們身上,而在制度的設計裡。The problem isn't them. It's how the system is designed.

要真正接納一個群體,得先誠實看見他們承受了什麼。以下每一項,都不是個人的不幸,而是制度性的縫隙——而縫隙,是可以被縫補的。To truly accept a community, we must first honestly see what it endures. None of the following is personal misfortune — each is a structural gap. And gaps can be closed.

家事移工,被排除在《勞動基準法》之外Domestic workers, excluded from the Labor Standards Act

自 1999 年起,家庭看護工與幫傭被正式排除於勞基法之外,至今未變。這意味著他們沒有法定工時上限、沒有法定例假保障。許多住宿型的看護,一天工作 10 到 14 小時以上,全年幾乎無休。Since 1999, home caregivers and helpers have been excluded from the Labor Standards Act — with no legal cap on hours and no guaranteed rest days. Many live-in caregivers work 10 to 14+ hours a day, nearly year-round.

仲介費與債務枷鎖Broker fees and the chains of debt

許多移工在來台之前,必須先向母國仲介借貸、支付高額的仲介與招募費用。他們在台灣的頭幾年,往往把大部分薪水都用來償還這筆債務。這條枷鎖,讓他們在遭遇欠薪或虐待時,更難以開口、更難以離開。Many workers must borrow to pay steep broker and recruitment fees before they even arrive. Their first years in Taiwan often go entirely to repaying that debt — a chain that makes it far harder to speak up, or leave, when facing unpaid wages or abuse.

離開雇主,就失去一切Leave your employer, and lose everything

官方統計中有數萬名「行蹤不明」的移工。但絕大多數人離開原雇主,並不是為了違法,而是為了逃離虐待、欠薪或不法扣款。問題在於:一旦離開雇主,合法居留身分立即被取消——連健保與法律救濟都一併被切斷。Official figures count tens of thousands of "missing" workers. But most leave not to break the law — they flee abuse, withheld wages, or illegal deductions. The trap: leaving an employer instantly cancels legal residency, cutting off health insurance and every legal remedy at once.

遠洋漁工,海上的法律盲區Distant-water fishers, a blind spot at sea

透過境外聘僱的遠洋漁工,長期在國際水域作業,形成監理與執法的巨大盲點。國際人權組織多次點名台灣遠洋漁船涉及強迫勞動、長期欠薪與安全裝備不足。當一個人在海上漂流數月、甚至無法與家人聯絡,他們的處境幾乎在我們的視線之外。Distant-water fishers hired offshore work for months in international waters, creating a vast blind spot for oversight. Human-rights groups have repeatedly flagged Taiwanese vessels for forced labour, withheld wages, and inadequate safety gear. When a person drifts at sea for months, unable even to contact family, their reality lies almost entirely outside our view.

我是 Victor,來自台東。我做這個網站,是因為我漸漸看見一件事:這座島上有將近百萬人,每天在我們身邊工作、生活,卻常常像是隱形的——我們看得到他們的勞動,卻很少真正認識他們是誰。I'm Victor, from Taitung. I built this because I slowly came to see something: nearly a million people live and work among us on this island every day, and yet remain almost invisible — we see their labour, but rarely who they are.

我相信,接納的前提是理解,而理解的前提是願意看見。偏見往往不是來自惡意,而是來自陌生——我們對一個群體的節慶、信仰、他們為什麼來、他們正經歷什麼,一無所知。所以我想做的很簡單:把真實的資訊、真實的文化,好好地整理出來,讓陌生變成認識。I believe acceptance begins with understanding, and understanding begins with a willingness to see. Prejudice usually comes not from malice but from unfamiliarity — knowing nothing of a community's festivals, faith, why they came, or what they are living through. So my aim is simple: to lay out real information and real culture clearly, and turn strangers into neighbours.

這份指南不談論我身邊任何特定的人,也無意代表任何人發言。它只是一個台東的年輕人,試著把自己查證過的東西誠實地攤開來——如果它能讓哪怕一個人,下次在車站看見那片席地而坐的人群時,心裡多一分理解、少一分評斷,那就值得了。This guide speaks of no particular person in my life, and claims to speak for no one. It is simply a young person from Taitung trying to lay out, honestly, what he has verified — and if it leads even one person to feel a little more understanding, and a little less judgment, the next time they pass that crowd seated on the station floor, then it was worth making.

如何理解What we can do

接納,從把他們當成「人」開始。Acceptance begins with seeing them as people.

理解不需要偉大的行動。它可以只是一個眼神、一句招呼、一次不帶偏見的相遇。以下三件小事,任何一個台灣人都做得到。Understanding needs no grand gesture. It can be a glance, a greeting, one meeting without prejudice. Three small things any of us can do.

01 · 看見See

週日的台北車站,不是「被佔據」The station on Sundays isn't "occupied"

那是他們一週唯一的休假、唯一能與同鄉相聚的免費公共空間。那不是問題,那是思鄉的人在彼此取暖。It is their one day off, their one free public space to be among their own. Not a problem — homesick people keeping each other warm.

02 · 相遇Meet

走進一條「印尼街」或「泰國街」Walk into an "Indonesia Street"

車站周邊的東南亞商店與小吃,是認識彼此最溫柔的起點。嚐一口家鄉味、學一句問候語——理解常常從一頓飯開始。The Southeast Asian shops and eateries near the stations are the gentlest starting point. A taste of home, a greeting learned — understanding often begins over a meal.

03 · 尊重Respect

對第二代,肯定他們的雙重身分Affirm the second generation's dual roots

跨國婚姻家庭的孩子,同時擁有兩個文化的根。與其要他們「融入」,不如讓他們驕傲地擁抱兩邊的血脈。Children of cross-border families hold two cultures at once. Rather than asking them to "fit in," let them embrace both roots with pride.

認識,是第一步。
